Albania promotes AI bot ‘Diella’ to ‘Minister’ status to curb corruption: Report

Albania, in early 2025, launched a government-backed chatbot named Diella, to help citizens navigate official documentation procedures with ease. In a fresh development, Diella has been given the status of a “Minister” — adding more layers of responsibilities to its role, intending to curb corruption.

With this development, Diella has now been put in charge of managing and awarding government tenders to private companies for various projects, Reuters reported on September 11. The aim of deploying an AI bot to oversee this process is to curb cases of bribery and threats that may influence the assignment of these government contracts to private entities.

Diella’s revamped role has reportedly been confirmed by Albanian Prime Minister, Edi Rama.

“Diella is the first cabinet member who isn’t physically present, but is virtually created by AI,” Reuters reported Rama as saying, making claims that the step would make the country’s public tenders 100 percent free of corruption.

Albania is positioned on the Balkan Peninsula in Southeastern Europe. As per Worldometer, the nation houses a population of 2.76 million and generated a GDP of 27.3 billion in 2024, World Bank data showed.

In 2025, a report by the European Commission saod that the level of corruption in Albania’s public sector has remained high, citing perception among experts, citizens and business executives in the country. The report said that in the 2024 Corruption Perceptions Index by Transparency International, Albania scored 42/100 and ranked 80th globally.

For the last few years, the country has taken steps to curb instances of corruption, one of which is the deployment of Diella as a minister. The country is looking to have itself included in the European Union (EU) by 2030 — and improving its industrial sector is part of its plans to achieve its goal.

Since being launched, Diella helps Albanian nationals process licences, pension applications, and court filings among other similar paperwork. For now, the government there has not specified if Diella will be monitored by humans or will be completely tech reliant.
