OpenAI’s expansion into the European Union (EU) market has clocked a strong start. The company had inaugurated its first European office in Ireland back in 2023. In the last two years, business usecases for ChatGPT has shown a visible rise. Details on OpenAI’s performance was highlighted by Nicolai Skabo, OpenAI’s enterprise lead for the region during an interview with Bloomberg.
ChatGPT’s business subscriptions have grown by six times in the Europe, Africa, and the Middle East regions, Skabo said in his interview. Most significant growth for OpenAI from among these regions is flowing in from the European market, he noted.
Companies working in the fields of finance, retail, and life sciences particularly have shown notable interest in exploring AI capabilities via OpenAI services.

Skabo highlighted that this growth in OpenAI’s EU presence is noteworthy because regulators there have been urging the use of locally designed services, opposed to the technology that is being developed in other nations including the U.S.
OpenAI and Meta are among tech giants that have refused to comply with EU’s guidelines around AI that are listed under the European Commission’s Code of Practice for general-purpose AI (GPAI). Google, on the other hand, has signed to comply with these voluntary guidelines.
This code of conduct mentions dos and don’ts around transparency, copyright, safety, and security. It mandates AI firms against training their respective AI models based on others’ intellectual properties like articles, books, and news stories. Furthermore, it stipulates that AI features need to be put to the table with frequently updated documentation.
As per Sabko, OpenAI has not been on the receiving end of EU’s pushback against foreign tech firms so far.
OpenAI is now penetrating EU as an experienced mentor in the AI space. Earlier this year, for instance, the company rolled out Stargate Norway under its ‘OpenAI for Countries’ program—an initiative that seeks to partner with countries interested in developing their own AI infrastructure.
