Abu Dhabi details AI strategy for government use ahead of unveiling platform at GITEX

The UAE is taking active steps to establish itself as an early adopter of Artificial Intelligence (AI). Abu Dhabi’s Department of Government Enablement (DGE) is now planning to push the use of AI across government departments. The agency has designed TAMM 4.0 — which it has explained as the most advanced AI-native government platform.

The DGE is looking to showcase this platform next month at the GITEX Global 2025 event that will be hosted in Dubai, an official statement by the Abu Dhabi Media Office said on Tuesday, September 30.

Elaborating on TAMM 4.0, the statement highlighted that the platform’s key capabilities would include machine learning (ML) capabilities for improved AI-generated multilingual guidance on required tasks.

“The system also features predictive decision processing for routine approvals and compliance checks, freeing citizens and residents from repetitive tasks while enabling government employees to focus on higher-value human interactions,” the Abu Dhabi media office said.

The capital of the UAE, Abu Dhabi is laying special focus on equipping its work force with comprehensive AI training. The Emirate has also created government roles like Chief Data and AI Officer as it aims to make the region the world’s first fully AI-native government by 2027.

Abu Dhabi has planned to invest AED 13 billion (roughly Rs. 3.5 billion) towards fulfilling its AI deployment plans within its region.

“Our goal is to help build a government that feels as simple and intuitive as the technology that people use every day. Intelligent, responsive, and designed around human needs. TAMM 4.0 demonstrates this vision in action,” said DGE chairman, Ahmed Tamim Hisham Al Kuttab.

The Emirate has already deployed over 100 AI use cases across 40 government entities.

While Dubai has made major strides in regulating and supporting the crypto sector, AI has become the centre of attention for Abu Dhabi.

Last week, OpenAI CEO Sam Altman flew to Abu Dhabi to meet with the President of the UAE — His Highness Sheikh Mohamed bin Zayed Al Nahyan to explore collaboration on AI research and exploration.

U.S. President Donald Trump and the Abu Dhabi leadership also finalized a $200 billion AI deal in May, establishing a 5GW AI campus in Abu Dhabi — making it the largest outside the United States.
